Intelligence sharing talks with Myanmar next week: Arms smuggling, drug trafficking, border management, trade also on the agenda

By From Agency

New Delhi, December 24: India and Myanmar are scheduled to hold talks on security issues early next week. Myanmar’s Minister for Home Affairs U Phone Swi will be arriving here to conduct talks with Home Secretary GK Pillai.
A Home Ministry spokesman here on Friday said that India would raise the issue of activities of insurgent groups along Myanmar’s borders.

“Issues relating to strengthening of intelligence sharing mechanism between the two countries, arms smuggling, drug trafficking, border management, trade, etc, would also be discussed at the proposed meeting,” he added.
Last July, during the visit of Myanmarese military ruler General Than Shwe, both sides had pledged to maintain peace and stability in the region and not to allow their territories to be used for activities inimical to the other.

For India, Myanmar is a bridge to Southeast Asia. In fact, it is a bridge between the countries comprising the South Asian Association for Regional Cooperation or SAARC (where Myanmar has an “observer” status) and the Association of Southeast Asian Nations.

Indian insurgent groups (NSCN, ULFA and Manipur rebels, among others) have been allegedly operating out of bases in the weakly controlled areas across the borders. In April-May 1995, during Operation Golden Bird, which was Indo-Myanmar joint operation, approximately 40 insurgents were killed and a huge cache of arms was recovered. In November 2001, the Myanmar Army had raided several Manipuri rebel bases and recovered 1,500 guns from 200 rebels.

It may be recalled that Hueiyen Lanpao had published on December 21 a report that Indian security forces can now enter Myanmar in hot pursuit to hunt for UG cadres after taking due permission from Myanmarese authorities.
Further that in order to aid Indian security forces Myanmarese security officials had promised to learn English or Hindi to overcome communication problems. Officers from the Indian home ministry and Myanmar’s Chin state had agreed to share information on cross-border terrorism.

NCP-Congress merger on the cards?

By Our Reporter

SHILLONG: The merger of the NCP with the Congress is likely to happen by next year.

According to a senior State Congress leader, there are strong indications that the merger would take place probably by next year.

“The central leaders of both parties are presently holding a serious discussions on the prospect of a merger. The situation now is totally different compared to a few years back. Both the parties are currently having an alliance in Maharashtra and Goa,” a senior State Congress leader has said.

Both the parties are denying this possible merger at the moment since they do not like to discuss it in the open till everything is finalised, he said.

When asked about the troubles brewing in the Congress-NCP alliance in Goa, the Congress leader said he is confident about arriving at an amicable solution to the matter soon.

Crisis in the alliance in Goa was over NCP president Sharad Pawar’s directive to Goa Chief Minister Digamber Kamat to re-induct a controversial MLA, Fransisco Pacheco, in the Cabinet, resulting in 10 Congress legislators threatening to topple the government in such an eventuality.

Meanwhile, the senior State Congress leader also claimed that NCP general secretary Purno A Sangma is in favour of this merger.

“With NCP losing its ground in Maharastra, party supremo Pawar is not totally against the idea of merging with the parent party — Congress,” he said.

He also recalled Sangma’s rapprochement with UPA chairperson Sonia Gandhi with an apology and subsequent induction of Agatha in the Union Ministry besides her (Ms Gandhi’s) presence at Conrad Sangma’s wedding reception.

“There is no ideological difference between NCP and Congress since Sonia Gandhi has already refused to become the Prime Minister, an issue which gave birth to NCP,” he pointed out.

Political analysts predict NCP’s merger with Congress since both have no ideological differences and are in coalition both at the Centre and in Maharashtra and Goa.

If both parties merge, the same would be reflected in Meghalaya too, the analysts said.

The State NCP had even tried to forge an alliance with the Congress after the fall of the MPA Government.

However, the Congress finally settled for an alliance with the UDP due to lesser demand for ministerial berths by the latter.

The NCP had demanded four ministerial berths including the post of Speaker whereas the UDP had settled for only two ministerial berths.
