3 ugs held

Imphal, October 30: In a joint operation, troops of 23 AR and  33 AR apprehended  two overground workers of PREPAK from Keirenphabi and Keibul Lamjao villages in the wee hours of today.

PIB(DW) and PRO, HQ IG AR (S) informed in different press releales that the arrested men have been identified as Shyam (37), finance collector of PREPAK of Moirang, Bishenpur dist and H Sanamatum (38) of Keibul Lamjao. Both of them have been handed over to Moirang PS.

In another incident, troops of 36 AR arrested one KNF (P) cadre named Seiboi Kipgen (19) of Keithalmanbi yesterday at about 4 pm, PIB(DW) informed in a press release today.

In yet another incident, troops of 39 AR nabbed one over ground worker of  KCP around  3 pm yesterday. He has been identified as Tonjam Arjun @ Nanao (25) ofLilong Chajing Pukhri Achouba Mapai who was handed over to Imphal Police Station, PRO, HQ IG AR (S) informed.

Fuel scarcity hits cell phone service

Imphal October 30: Normal mobile phone service is likely to be hit in the state which is reeling under a diesel scarcity for months and fuel suppliers have decided to stop supply with immediate effect from today.

An emergency meeting of fuel suppliers adopted a resolution to stop supply of diesel to all the generator sets for operating mobile towers with effect from today, president of the All Manipur Telecom Diesel Fillers Committee, N Nilakumar said in a briefing to media at Hotel Nirmala today.

The state has been reeling under a scarcity of petroleum products since the last six months after the prolonged economic blockade on the national highways coupled with the bad condition of the Imphal-Dimapur section of NH-39.

Petrol pumps have remained closed for most  times and customers are buying petrol and diesel from the black market at higher rates. But due to frequent drives by the police, black marketers have shied away from the streets. Even though Chief Minister Ibobi Singh had assured a week back of making available petroleum products in oil pumps, so far no improvement has been seen.

The president said since the authorities have failed to issue adequate quantity of diesel to the general public and since police are conducting frequent raids to the houses of diesel suppliers and since they have been alleging that they are storing the item illegally, the supplier are not in a position to continue their supply to mobile tower operators.

He also charged the police of taking bribes from the vehicles sent to fill diesel to the mobile towers and said that they have decided to suspend the supply till diesel fuel is readily available to the general public.

The decision of the mobile fuel suppliers came a day after three suppliers were arrested by Imphal east police yesterday with 4000 litre of diesel. Police booked three fuel suppliers for illegal hoarding of the item.

A total of 13 mobile fuel suppliers are supplying diesel to around 700 mobile tower operators across the state being run by private mobile phone operators. In Manipur, Aircel, Airtel, Vodafone, Tata Indicom etc. are providing mobile phone services. BSNL is not affected since it is a government run mobile phone service.

The decision of the mobile fuel suppliers came up even as state Consumer Affairs, Food and Public Distribution announced that sub-allocation of MS/HSD will be made at the rate of 12KL each to all depots, three times a week at the minimum, within and around the Imphal and greater Imphal area.

Allocated fuels will be made available to the people under strict observation by the department. In case of depots at remote places sub-allocation in quantities and number of allocation will be made subject to demand and deposal.  Around 14 depots are operating in Imphal area.

Rickshaw drivers’ rally in solidarity with Sharmila’s cause

Imphal, October 30: Showing solidarity to the fasting struggle of Irom Sharmila demanding removal of AFSPA 1958, rickshaw pullers rallied on the streets in Imphal today.

The rally was organized jointly by the All Manipur Rickshaw Drivers’ and Pullers’ Welfare Association and Sharmila Kanba Lup. The rally was flagged off by AMRDPWA president Subash Leihaothabam from THAU ground, Thangmeiband at 9 am.

The rally took the route from THAU Ground to Watham Leirak, Lamphel Sanakeithel, Uripok Canteen Leirak, Naoremthong along Uripok-Kangchup Raod, Tera Bazar, Sayang road, Kwakeithel Bazar then converged at Tiddim ground where a meeting was held.

Leaders of the organizing bodies who spoke at the meeting lamented that the Central and State governments have remained silent even though Sharmila’s struggle for repeal of the act is completing 10 years on November 2.
Before, the rally was organized  T-shirts printed with Sharmila’s photo were released by the leaders of the Sharmila Kanba Lup.

The Sharmila Kanba Lup is further planning to organise a meeting on the matter on November 5 either at Iboyaima Shanglen or BOAT, palace compound, Imphal.

Coordination com. of CERI formed

Imphal, October 30: North East Co-ordination Committee of Campaign for Electoral Reforms in India (CERI), having 15 members, was formed today during the North East Regional Consultation on Electoral Reforms in India held today at Hotel Imphal.

Dr M Nara, Prof L Sadananda, Khaidem Mani, Dr Ch Silaramani, Dr Meinam Binota and Khoirom Romason  from Manipur, Ganga Sapkota and Smt Geeta Sapkota from Sikkim, Dr Jodhachandra Sanasam and Dr Kynphom Nongkinrich from Meghalaya, Saikhom Kamlakanta and Manimahanta from Assam, Dr Abangdi Jamir from Nagaland, D Yudhisthir Das and Anthony Devbarman from Tripura will be the members.

Dr M Nara has been elected as the coordinator of the North East Coordination Committee of CERI. Repersentatives of Arunachal Pradesh and Mizoram will be inducted later, the Committee informed.

Another fraud company luring investors surfaces

Imphal October 30: After the Jainex International Trade (JIT) Market seam, another fraudulent collection of money from investors has come to light with the exposure of another shady investment company, Richa Trend Marketing Pvt (RTM).
Nambol police of Bishnupur police has registered a case following a complaint lodged with the Bishnupur SP alleging that over Rs 1.50 crore have been collected by four persons in the name of RTM investment company. The case was registered on Thursday under section 420/423/120-B IPC, 4/5 PC and MCS (Price Chit and Money Circulation Scheme) Banning) Act 1978.

The case was registered against four persons, Wahengbam Lokendro of Nambol Chingmang, Thokchom London Kumar of Singjamei Thokchom, Oinam ongbi Nabalata Devi of Wangkhei Yonglan Leikai and Iboyaima of Ghari Awang Leikai.
The complaints are L Surjakanta Sharma of Khoyathong Polem Leikai, his associate M Somen of Heirangoithong, Ahanthem Imo of Keishamthong Ahanthem Leikai, Thokchom Somorjit of Kwakeithel, H Jugin of Sagolband, A Ranbir Thouna of Keishamthong, Ranjit Taoremcha of Yumnan Huidrom and A Ibotombi of Keishamthong Ahanthem Leikai.

The complaint made through the Bishnupur SP stated that the four accused were the heads of RTM and they had collected Rs one crore from different persons and amount sum of Rs 46,85,000 also collected fraudulently from the complainants.
Lokendro is the head of the RTM in Manipur. Money collected by the four was not handed over to the RTM office. The four persons have amassed huge wealth and properties since in the five months. It may be mentioned that the four had not deposited the amount collected from the investors including the complainants.

The complaint was lodged when requests for refund all the capital money, went in vain. They could not get a positive response from the accused persons. The accused no. 2 and 3 assured that they shall refund the said amount but have so far failed to refund the said amount, they added.

It is pertinent to mention here that Singjamei police is already investigating into an alleged cheating of hundreds of investors by Jainex International Trade (JIT) Market.

Police had picked up 19 persons in connection with the case including Huidrom Nandakumar (55) of Khagempalli Panthak, an Executive Engineer in Manipur Development Society on October 15 after registering a regular case under section 420/423/120-B IPC and 4/5 PC and MCS Act 1978.

After 17 of them were released on bail by a court, Nandakumar and another prime accused in the case Khuraijam Seityajit of Singjamei Chingamakha Oinam Leikai were sent to jail on Wednesday last.

NIA team arrives in Imphal To investigate bomb blast incidents

Imphal October 30: A team of National Investigation Agency (NIA) led by an additional SP arrived here in Imphal today to investigate into various insurgency related activities including an attempt to blow up a bomb fitted on a car inside the Raj Bhavan.

The NIA is investigating into an abortive attempt to blow up a car bomb inside the Raj Bhavan two years back, on September 18, 2008, and two bomb attacks on Chief Minister’s bungalow in the previous year. The NIA was set up by the Centre to investigate into terrorists related activities.

Taking serious note of the abortive car bomb attack inside the well-guarded Raj Bhavan complex, the Union Home Ministry entrusted NIA to investigate into the incident. State government had also acceded to the MHA’s proposal.

A car fitted with 25 kgs of explosive material, three hand grenades and two mobile phone handsets was found parked inside the Raj Bhavan complex. In the follow up action to the abortive attempt, police arrested four persons and were detained under NSA.

Officials of the agency had visited Imphal several times to investigate into the failed bomb attack since the task was handed over to them. The NIA team arrived today is led by an additional SP, Aseem Shrivastava. They arrived here by a Kingfisher flight from New Delhi. They will be camping here for some days and they will be conducting their investigation into blast incidents and threats posed by insurgents at sensitive areas of the state and at government officials, a highly place official source said.

The source, however, refused to divulge details of the cases they are to investigate. Whether they would assess state’s situation in the wake of the reported arrest of UNLF chairman in Bangladesh and review the activities of the UNLF and its frontal organisations could not be culled out from the sources.

CSOs upset over Centre’s silence

Imphal, October 30: Many Civil Society Organisations of Manipur continue to demand precise whereabouts of UNLF Chairman RK Meghen @ Sana Yaima from the state and the Union governments while the Ethno Heritage Council (HERICOUN) is perturbed over the unsual silence of the Government of India despite media reports that Bangladesh has officially informed New Delhi about RK Meghen’s arrest.

At the same time, Advance Women Society, Awang Sekmai, Imphal West district has said that the Government of Manipur should convince the Centre to take advantage of the situation and try to bring about a political solution.

In a press release, HERCOUN said that even though media has reported that the Chairman of UNLF has been arrested in Dhaka and taken to India on one hand, and even the Vice Chairman of the insurgent organisation has admitted that the Chairman has been arrested, the Government of India has not come out with the truth, which is not fair at all. This is not a democratic norm.

It is quite natural that he, as an underground leader, should be tried under the law of the land. But keeping an arrested insurgent leader hidden for a long time without letting his whereabouts known to the people makes it a logical ground for the people to feel suspicious. Therefore, people should naturally raise voices and turn towards agitation.

PLA cadre arrested, guns, ammo recovered

Imphal, October 30: In a follow up action to the arrest of a PLA cadre, a combined team of police commandos and Assam Rifles troops recovered two sophisticated arms, three hand grenades and ammunitions.

The arrested PLA cadre, identified as Thokchom Dharmachandra alias Paul (43) son of Th Gouro of Andro Bazar in Imphal east district was nabbed by a combined team of Imphal east police commandos and troops of 28 Assam Rifles yesterday around 5 pm from Andro Bazar.  A 9 mm pistol loaded with eight live rounds was seized from his possession.

The combined force conducted a raid at Lamthabung Ching based on the disclosure made by the arrestee and recovered one M-16 rifle with three magazines loaded with 30 live rounds, an AK-56 rifle with three magazines containing 50 live rounds and three hand grenades (Chinese make), the additional SP added.

PMGSY changes lifestyle of villagers in state

Imphal, October 30: Construction of new roads and upgradation of certain inter-village routes in Manipur under the centrally sponsored schemes such as Pradhan Mantri Gram Sadak Yojana (PMGSY) has started to change the lifestyles of several villagers.

“The recent construction of a road between Sugunu and Sekmaijin villages has helped the villagers to change their lifestyles upto a certain level”, a senior official of Manipur State Rural Road Development Agency (MSRRDA) said here.

The 40.5 km road between Sugunu in Thoubal district and Sekmaijin village in Imphal West district which was upgraded under PMGSY in the last four years now connects at least a dozen villages of the two districts.

Thus the villagers of Laphupat Tera, Warukok, Phoubakchao, Sekmaijin and those remote villages under Sugunu Assembly constituency now can travel on  mini-buses and jeeps plying along the newly developed route, the official of MSRRDA added.
MSRRDA is the implementing agency of the centrally sponsored PMGSY schemes in Manipur. PMGSY is a 100 per cent centrally-sponsored scheme to provide road connectivity in rural areas.

So far the agency has managed to connect 190 villages in Manipur by constructing new roads besides upgrading the existing roads under the scheme. But it targets to connect not less than 500 villages of the State by constructing new roads covering a total distance of 3,160.86 km till the end of its seventh phase.

Till end of September this year, the construction firms under the State’s implementing agency has completed 664 work packages out of an allotted 1,023 with an expenditure of around Rs 42,732 lakh, according to an achievement report of MSRRDA.

In Manipur, as per the national guidelines, – a work package under PMGSY means a construction work worth Rs 5 crore only..“As a result we took up the Sugunu-Sekmaijin road under four sections (four work packages)”, the official further informed.

The works were taken up as per the recommendation from the government including the State MLAs and MPs. But officials here in Manipur are facing various forms of difficulties in implementing the schemes mostly in the valleydistricts compared to the  hill districts because  community participation in the valley is low, local sources said.

Though villages with population of 500 and above were covered in the initial phases, the works were later extended to villages with a population of 250 in the following phases, the sources added.

Engineer, who cheated investors sent to jail with an associate

Imphal, October 30: The executive engineer, prime accused in the fraud Jaines International Trade (JIT) Market and booked under relevant section of chits and money circulation schemes (banning) Act 1978 has been sent to jail along with one of his associate investment partners.

They were sent to jail after producing in the court on Wednesday. Seventeen other who were arrested by the police during the course of investigation into the case were released on bail on the same day.

Singjamei police of Imphal west district picked up Huidrom Nandakumar (55) of Khagempalli Panthak, an Executive Engineer in Manipur Development Society on October 15 after registering a regular case against him and his associates under section 420/423/120-B IPC and under section 4 of Prize Chits and Money Circulation Schemes (banning) Act 1978 of Singjamei PS.
They were charged of cheating and thereby dishonestly inducing delivery of property, or the making alternation or destruction of a valuable security) and prize chits and money circulation schemes which is banded under Prize Chits and Money Circulation Schemes (banning) Act 1978.

The case was registered on October 17 on received of complaint by Thoudam Nilamani of Khurai Thoudam Leikai stating that on October 10 at about 10.30 am Huidrom Nandakumar Singh and his associate investment partners of Jainex International Trade (JIT) market collected a sum of Rs 50,000 from him as well as a huge amount from other persons as their down line investors on the pretext of investing the said amount of money in an international financial trade networking and style of Jainex international trade (JIT) market at Khangempali Huidrom.

While alleging of collecting Rs 1000 as an enrollment fee in the said business (JIT), the complainant stated that he and other investors come to know that the website www.jitmarket.com published and printed as shown in the leaflet so distributed by the said accused and partners cannot be trace out in the internet.

His ID client no. as given by JIT is TH073804. The accused and his partners hatched as conspiracy to cheat and defraud the general public for their personnel benefits and gain through use internet

Police arrested 19 business associates during its course of investigation in the last around 10 days and produced them in a local court in Imphal. Seventeen of them were released on bail but Nandakumar and his main partner, Khuraijam Seityajit of Singjamei Chingamakha Oinam Leikai, Imphal were sent to jail.

Police has able to re-collect Rs 31 lakh out of estimated Rs 50 crore collected by Jainex International Trade (JIT) by luring investors with the false promises.

The police source said that they had recovered Rs 23 lakh, a laptop and a mobile phone from Huidrom Nandakumar, who introduced the network in the state and Rs eight lakh from Khuraijam Seityajit.

Apart from this, police has seized banks accounts in the names of the agents of the network. However, the bank account of the company in a bank outside the state is yet to be frozen.

During the course of investigation, police has established that persons involved in setting up the JIT Company had recently tried to hold a meeting with the investor with the intention to lie that its head office is going to be opened at Mangalore.
Police also said that more persons involved in the crime are still at large. Police are making all efforts to collect evidence to take up appropriate actions in this sensitive case.
